Hi,
Do not worry if accidental you lost you iphone data.
You can recover your data without iCloud and itune.

1 Connect your iphone with PC or laptop and start scanning.

2 Preview and select deleted data etc.

3 Select the data and save it in you PC.

You can recover deleted photos from iPhone by iTunes or iCloud as long as you had a backup. If you don't have a backup, you have no choice but to find some iPhone Data Recovery software to recover them.

If you have enabled iCloud, every time, your iPhone is connected to Wifi and a power source, and the screen is locked, iCloud will automatically backup your photos.

Other than restoring from iTunes or iCloud backup, there are still at least 3 other solutions for you to get your photos back, see the tutorial: how to recover deleted photos from iPhone.

As I know, the deleted photos still store in iPhone, if they are not be overwritten, you can restore iPhone photos directly, but you need some iPhone Photo Recovery programs for help, this way is for the user have no backup, if you backup your data with iTunes before, then recover deleted photos from iPhone will be simply.

Click the File menu and select Devices > Restore from Back up.
Or
Open the iOS device's Summary tab. There are two ways to access this:
Click the device button in the upper right corner. (If viewing the iTunes Store, click the Library button in the upper right corner. The device button will then be visible.)
From any view in iTunes, click the View menu and select Show Sidebar. Select your iOS device in iTunes under Devices.
Click the Restore Backup button.
